This is a double layered dress.
The upper layer is made of soft tulle with lace border (seen as lighter color) the lower layer - the lining is there so that the dress is not entirely seethrough.
There are light pleats sewn into the tulle layer of bust part of the dress.
The neckline, the hem, the underbust and the sleeves have lace trim.
