OK, this is my 1.000.000th attempt at drawing my dream cape and I finaly got it right!!!!! And I have to thank Sewhat because I had given up already and she sent me such a nice message that made me try again!!!! :D
Anyways, my cape is asymetrical with a nice line of buttons on one side - and it's wrap-around, so the lower layer is peeping out on one side at the bottom, I would put a little application there, like the star in my picture (or something else if you don't like stars:))))!!
It also has zigzag seams in a contrast colour (like the red in my drawing) - the collar would be somewhat standy-uppy, maybe made of a knitted fabric if that's possible, with a BIG!!! button on one side! The collar would be so high that you could hide behind it and be safe from the cold!!!
Oh, and there are slits to reach through with your hands, as without you wouldn't be able to close the buttons (or you would need help *lol*)!!
One problem is that you would probably need slits in the lower layer too!!?? Not sure if that works, but I guess it would somehow!!
OK, that's my cape, please please please vote for me!!!! :-p

I am so glad my encouragement could help! Your drawing is wonderfully stylized and completely gets the concept conveyed. I love the high collar to protect your face from the winter wind and the slight asymmetry to the layers. Great job!

This drawing completely conveys the design? Maybe it's just me, but I can't picture a wrap-around cape at all from this cartoon. Maybe I am coming to the wrong website for some real original fashion ideas executed in a coherent way.

Well, I'm pretty sure this website is about sharing ideas and finding a supportive DIY community that is interested in fashion. The creators of this site have encouraged everyone to put their ideas out there no matter what their level of drawing abilities. Personally I think Laralee's idea/drawing is great and you are more than entitled to your opinion but I think it's better to keep your comments constructive.
