OK, this is my 1.000.000th attempt at drawing my dream cape and I finaly got it right!!!!! And I have to thank Sewhat because I had given up already and she sent me such a nice message that made me try again!!!! :D
Anyways, my cape is asymetrical with a nice line of buttons on one side - and it's wrap-around, so the lower layer is peeping out on one side at the bottom, I would put a little application there, like the star in my picture (or something else if you don't like stars:))))!!
It also has zigzag seams in a contrast colour (like the red in my drawing) - the collar would be somewhat standy-uppy, maybe made of a knitted fabric if that's possible, with a BIG!!! button on one side! The collar would be so high that you could hide behind it and be safe from the cold!!!
Oh, and there are slits to reach through with your hands, as without you wouldn't be able to close the buttons (or you would need help *lol*)!!
One problem is that you would probably need slits in the lower layer too!!?? Not sure if that works, but I guess it would somehow!!
